Essential Job Functions
The 9-1-1 GIS Intern works in the E9-1-1 and Public Safety Division of ACOG and reports to the 9-1-1 GIS Manager. This is a non-exempt position. It is responsible for assisting the 9-1-1 GIS team with the development and maintenance of the regional 9-1-1 Geographic Information System (GIS). Responsible for preparation and development of maps for various entities and individuals. Responsible for data collection, research and assessments supporting E9-1-1 and mapping appli-cations. Responsible for editing data residing in the regional 9-1-1 Geographical Information System (GIS) with a high degree of accuracy. Assist in assignments of rural addresses, and assisting with the coordination and assignment of emer-gency service areas (ESNs). Responsible for performing office functions support-ing the goals and objectives of the regional 9-1-1 GIS system.
  • Communicates with member communities and developers to obtain neces-sary resources and data to accurately incorporate geographic information changes into the GIS in a timely manner.
  • Produces maps as assigned for various entities that may include cities, coun-ties, public safety agencies and related individuals. Assists with map plotting. Assist with file archiving and retrieval.
  • Responsible for tracking of individual data projects using Excel spreadsheets and filing systems.
  • Assist with proactive quality control checks on existing data to ensure the utmost overall accuracy of the regional GIS data.
  • Performs research and communications with respective parties regarding data discrepancies and other data issues.
  • Prepares and provides requested data and documents to member communi-ties, developers and individuals.
  • Continues the development and maintenance of a rural addressing system, including assigning addresses, mailing address letters, and updating address data in GIS and related databases.
  • Assists with the development and maintenance of the region’s Master Street Address Guide [MSAG].
  • Performs research and communications to resolve data discrepancies, ALI errors, fall-outs, and other trouble reports.
  • Provide GIS technology and data support services to public safety agencies and other team members, including data processing, analysis, maintenance, quality control and quality assurance, and GIS technical support.
  • Assists with other tasks and responsibilities as assigned.

Interactions
  • Frequent communications with the 9-1-1 GIS team and other ACOG staff, and frequent contact with officials and staff of outside agencies, elected officials, and private citizens.

Minimum Qualifiations
Education/Experience: High school diploma with one or more GIS classes, and hands-on technical GIS experience of one year or more, with GIS professional or technical support experience of over 6 months. Licenses/Certifications: None.
Knowledge, Skills and Abilities:

  • Strong communication skills and interpersonal capabilities; team player; motivated.
  • Technically skilled, able to handle multiple assignments at the same time, and open to new challenges that GIS and information technologies bring to workplace. Ability to adapt to changing technologies, duties and environments quickly, with positive attitude and influence on other staff.
  • Hands-on knowledge and skills with GIS and map making. Strong capability of spatial analysis.
  • Ability to use ESRI ArcGIS software applications to edit vector data, to perform geoprocessing tasks, and to perform QAQC.
  • Ability to conform to the high-quality standards of 9-1-1 data and databases.
  • Strong problem-solving skills and attention to detail to be able to trouble-shoot effectively.
  • Technically skilled, able to handle multiple assignments at the same time, and open to new challenges that GIS and information technologies bring to workplace.
  • Knowledge and skills with Microsoft Office suite including Outlook, Word, and Excel.
  • Ability to use general office equipment, including printers, scanners, and plotters.
  • Ability to develop and maintain working alliances with cities, counties, and regional and state public safety related agencies.
  • Ability to adapt to changing environments and duties with an attitude of cooperation and an inclination to personally identify with the goals, objectives, and responsibilities of the Division and the Association.

Preferred Qualifications
Education/Experience: Bachelor’s degree or higher in Geography, Engineering, Planning, Environment, Computer Science, Information Systems, or related fields, and hands- on technical GIS experience of one year or more. Licenses/Certifications: GIS or I.T. related certifications.

Knowledge, Skills and Abilities

  • Proficient with GIS map making; strong cartographic skills.
  • Skills with GIS geoprocessing.
  • Knowledge of geodatabase administration. Ability to utilize the functionalities of versioned and distributed ArcSDE databases on an Oracle or SQL database server.
  • Fast learner.
  • Knowledge of ESRI recommended installation of Service Packs, Patches, and upgrades to ArcGIS Desktops, or knowledge of I.T. related technical support.
