Job Summary and Essential Job Functions

These Programmer/Analyst positions are located in the Development and GIS sections within the Information Technology Department, with The City of Oklahoma City.  Work is performed on an independent basis, requiring a previous knowledge of data processing environments and computer hardware and software specifications.  Essential job functions include:  the design, development, modification and maintenance of programs and/or systems to be utilized within a large electronic computer environment.  Specific tasks include technical analysis of systems requirements, preparation of logic flow charts and layout diagrams, evaluation of computer hardware and software specifications and provisions of supportive documentation for work performed.  General job functions include:  data acquisition and program/system design and development; program/system's maintenance (tests/modifications); work planning and allocation; and information exchange.

A five-point preference will be awarded on the initial scored selection process for honorably discharged veterans of the United States Armed Forces not currently employed full-time by the City of Oklahoma City.  Qualified applicants must upload or submit a copy of their DD Form 214 indicating discharge type/character of service at the time of application.

Job Requirements
  • Knowledge of the design and development of software systems.
  • Skill in communicating technical information to non-technical personnel.
  • Skill in instructing/demonstrating system usage.
  • Skill in organizing information pertaining to work assignments.
  • Skill in communicating both verbally and in writing.
  • Ability to design, develop and implement systems.
  • Ability to apply logic in developing systems.
  • Ability to and skill in working with others through coordinated efforts.
  • Ability to research and develop feasibility study for proposed system.
  • Willingness to assume responsibility for decisions made.
  • Willingness to and skill in developing effective system documentation.

  • Experience creating and maintaining spatial data using ESRI desktop software.
  • Experience creating ESRI map documents (MXD) for desktop and/or web.
  • Experience importing and exporting spatial data using ETL tools.
  • Familiarity with address, street, and parcel data concepts.
Working Conditions and Physical Requirements


  • Primarily inside.
  • Occasionally required to work beyond normal working hours or to change working hours when conducting training or systems analysis.
  • Occasional local travel and occasional out-of-town travel.

NOTE:  Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.

  • Strength enough to lift and carry computer equipment weighing up to 100 lbs.
  • Arm-hand steadiness enough to demonstrate and operate computing equipment such as personal computers, graphic work station, digitizers, plotters, etc.
  • Manual and finger dexterity enough to operate equipment such as personal computers, audio visual, and other training aids.
  • Near vision enough to read, write, and develop training materials, audio visuals and slides, and to read/input data on a computer screen.
  • Hearing enough to understand and communicate by telephone and in person in quiet environments and in locations where there is office noise or distracting sounds.
  • Speech enough to communicate clearly and distinctly by telephone and in person when conducting training or providing assistance.
