Summary:                 Responsible for data creation and maintenance of datasets in an Enterprise GIS System as well as fulfilling map and data requests from City departments.  Successful candidate will be highly skilled and capable of performing spatial analysis, workflow design, scripting, and data automation.  Candidate will also be responsible for maintaining data relationship in a GIS Centric Asset Management System, and will Provide GIS training and end user support to other City departments.

Bachelor's degree in Geographic Information Science (GIS), Geography, Planning, Computer Science or a closely related field that required equivalent coursework in GIS required.  One (1) year experience working with ArcGIS, SGL Server, Relational Databases and Microsoft Office products required. In lieu of Bachelor’s degree, must have an Associate’s degree with at least two (2) years of progressive experience in GIS working with ArcGIS, SQL Server, Relational Databases, and Microsoft Office products

Good oral and written communication skills, English grammar, punctuation and spelling, and the ability to understand and carry out oral and written instructions.

 Ability to work with mathematical concepts, such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.

Salary:                       $23.62 per hour

TITLE:                        Geographic Information Systems (GIS) Analyst                                                        DATE:  11/2016

REPORTS TO:           GIS Coordinator                                                                                                            FLSA:  Non-Exempt

 

SUMMARY:

Responsible for data creation and maintenance of datasets in an Enterprise GIS System as well as fulfilling map and data requests from City departments.  Successful candidate will be highly skilled and capable of performing spatial analysis, workflow design, scripting, and data automation.  Candidate will also be responsible for maintaining data relationship in a GIS Centric Asset Management System, and will Provide GIS training and end user support to other City departments.  Inde­pendent judgment, discretion and due diligence must be consistently exercised in the performance of the job duties and responsibilities. 

 

ESSENTIAL JOB FUNCTIONS:

1.     Oversees the collection of raw data for input into GIS; performs data entry, data conversion, and data organization for data entry into the system; verifies or collects field data; compiles, digitizes, rectifies and enters interdepartmental information into the GIS database; manipulates and analyzes data to generate reports, maps, and other technical documents.

2.     Provides information on drainage, water, sanitary sewer, streets, and property; responds to mapping and information requests by City employees, private companies, and other governmental agencies, as required.

3.     Responsible for data maintenance on various datasets and maps, including the official town street, property, centerline, subdivision, water, sanitary sewer, storm water, and utility data using GIS software; creates and develops database layers for the City infrastructure in the GIS system.

4.     Researches and interprets engineering construction plans, plats, legal metes, and bounds descriptions and various mapped information; extracts relevant information for data entry; analyzes data.

5.     Analyzes and performs quality checks on all GIS data.

6.     Provide technical assistance and support for GIS users, including troubleshooting, diagnostics, problem resolution and general question response.

7.     Analyze user department requests and provide solutions to meet operational needs.

8.     Conduct end user training and develop end user documentation.

9.     Establish mapping procedures and standards for all map products.

10.   Coordinate with other departments on their GIS needs.

11.   Research and analyze new technologies.

12.   Daily attendance required.

 

OTHER JOB FUNCTIONS:

1.     Performs all other related duties as assigned, including any special or recurring projects that may be assigned.

2.     May assist other divisions or departments with unusual workloads and/or to provide tem­porary staff coverage.

 

MINIMUM QUALIFICATIONS:

1.     Bachelor's degree in Geographic Information Science (GIS), Geography, Planning, Computer Science or a closely related field that required equivalent coursework in GIS required.  One (1) year experience working with ArcGIS, SGL Server, Relational Databases and Microsoft Office products required.

5.     Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.

6.     Ability to write reports, business correspondence, and procedure manuals.

7.     Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

8.     Proven analytical and problem solving skills.

9.     Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

10.   Ability to read and interpret Subdivision plats and engineering design plans.

11.   Knowledge of GIS theories and principles, including geodatabase design.

12.   Highly skilled in the editing and manipulating of data in a geometric network environment.

13.   Basic Knowledge of Microsoft SQL Server 2008 or higher.

14.   Knowledge of GIS Centric Asset Management principles.

15.   Knowledge of programming languages such as VB.Net, Java Script, or Python beneficial.

16.   Proficient with Mobile GIS, Web GIS, ArcGIS Server, and database Integration.

17.   Ability to be innovative, organized, self-motivated, and able to multi task.

While performing the duties of this job, the employee is constantly required to read a computer screen or documents, grasp, handle, feel, type, listen, hear, see, speak, walk, and sit.  The employee is frequently required to bend, stoop, reach over head, crouch, carry, and lift up to 25lbs.  Work is generally performed in a climate-controlled office with minimal exposure to outdoor weather conditions.  Hours vary and may require occasional work on evenings and weekends.
